The analytical perspective of the territorial and environmental development, oftentimes built from an extremely homogenizing view point and enforcing by the principles derived from developed countries, does not cover the dimension needed to traditional populations. So based in discussions of Orlando Fals Borda (2003) about the need for a Latin American episteme to understand our history; the importance of a development proposal coming from the social subjects by Arturo Escobar (2014); the existence of hybrid cultures we are part by Néstor García Canclini (2008); about the social nature of the simple man and his subordination forms by José de Souza Martins (1997, 2012) and about the relationships that define the countrified by Antonio Candido (2001); as well as the realization of many fieldwork in quilombolas and caiçaras communities of São Paulo, founded in oral history, composition of photographic series and mappings. We aim to discuss the existing dilemmas in the conceptualization of territorial and environmental development from the eye on of traditional populations of São Paulo state, particularly on the caiçaras and quilombolas ones. As a result of our analysis, we realized that the definition of a territorial and environmental development perspective, from quilombolas and caiçaras populations of São Paulo state, is important, in special, to establish parameters for the definition of policies and actions government, it is needed to take into consideration their territories and ways of life as structuring of their identities, in which social memory is fundamental mediation fight against dispossession and violence.
