ANÁLISE DO INSTRUMENTO DE PLANEJAMENTO E DO DESEMPENHO OPERACIONAL DO SISTEMA DE ABASTECIMENTO DE ÁGUA DO MUNICÍPIO DE CASTANHAL

This study analyzes the planning instruments and operational performance of the Water Supply System (WSS) of the municipality of Castanhal, located in the state of Pará, Brazil. Initially were performed the survey and systematization of the WSS data from the urban area. In the second stage verified the arrangement of the units and the operating conditions of the WSS. Finally, was evaluated the efficiency of water supply, considering the guidelines established in Law 11,445 / 2007 (National Policy for Basic Sanitation). The results showed deficiencies in the planning instruments, including the need to update the Municipal Basic Sanitation Plan. This situation contributed to emergency works that resulted in a large decentralization of water supply. Of these works, were identified 14 microsystems in the urban area, only two with water treatment station. It was also found 61.06% of water loss in the distribution in 2017, which impairs the service to the population. In addition, the financial statement of the provision of water supply services in the urban area of the municipality presented negative balance, with the amount collected in 2017 of R$ 3,360,100.49, representing only 21% of operating expenses of R$ 16,026,046.26. With the research, it was possible to verify the need to update the Municipal Plan of Basic Sanitation, the WSS structured planning and the works for better functioning of the microsystems, as a condition for improving the services and promoting the economic sustainability of the system.
