O SETOR SUCROENERGÉTICO BRASILEIRO: intervenção estatal como motor do desenvolvimento

Abstract

This article aims to analyze the challenges faced by the Brazilian sugarcane and bioenergy sector and explore the prospects for its development under the influence of the State. The text highlights the relevance of Brazil as a nation primarily focused on primary-exporting activities, driven by Asian demand and the volatility of agricultural and mineral commodities markets. Additionally, the challenges faced by the sector, such as the global economic crisis of 2007-2008 and foreign capital concentration, are discussed. The rise of Luiz Inácio Lula da Silva's government is examined in relation to the transformation of the power pact and the macroeconomic policies implemented, with a focus on stimulating the agroenergy sector. This study employed a qualitative approach through document research and data analysis, with a focus on collecting and analyzing information on the actions of the Brazilian State in the sugarcane and bioenergy sector. It involved literature reviews, analysis of reports, government documents, and statistical data related to public financing by BNDES. It is concluded that the Brazilian sugarcane and bioenergy sector faces significant challenges, such as commodity market volatility and foreign capital concentration, but the State plays a crucial role in its development.

Author Biographies

Daniel Féo Castro de Araújo, University of Brasília

Currently conducting Post-Doctoral research in the Postgraduate Program in Geography at the University of Brasíli UnB. PhD in Human Geography from the University of Brasília UnB. He has a bachelor's and a degree in Geography, as well as a master's degree in Social Sciences with an emphasis on Sociology, Political Science and Anthropology, all completed at the Federal University of Uberlândia (UFU). Master's student of the Postgraduate Program in Social, Work and Organizational Psychology (PPG-PSTO). Member and researcher of the research group "Entrenós - Work and Language" at the Language and Work Laboratory (UnB). Experience in the areas of Geography, Sociology and Work Psychology with an emphasis on Geography, Sociology and Work, Economic and Regional Psychology. My main themes of interest are: capital x work relationship, world of work, culture and work, work and social criticism, city-country relationship, precariousness, sugarcane agroindustry, territorial modernization, dynamics of places, networks and spatial circuits of production, circuits urban economy, region and regionalization, agricultural regions, agribusiness and territorial dynamics, urbanization and agribusiness, globalization and politics.

Fernando Luiz Araújo Sobrinho, University of Brasília

He has a degree in Geography Full Degree from the Federal University of Uberlândia (1993), a degree in Geography Bachelor's degree from the Federal University of Uberlândia (1995), a Master's degree in Architecture and Urbanism from the University of Brasília (1998) and a PhD in Geography from the Federal University of Uberlândia ( 2008). Associate Professor 3 at the University of Brasília working on bachelor's degrees, face-to-face teaching and distance learning courses at the University of Brasília. Professor of the Postgraduate Program in Geography at UnB. He has experience in the area of Human Geography, working mainly on the following topics: Human Geography, Teacher Training, Geography Teaching, Tourism, Urban Network, Urban and Regional Planning and Urban Geography.
