Peer review in journals: its merits and ethical issues

ABSTRACT. This is an analytical-critical reflection on recent practices in Special Education. It will problematize some scientific, ethical, social, cultural and political factors that seem to permeate the evaluation from planning to the decision-making processes related to the construction of scientific knowledge in the area. The following will be addressed: ethical control inherent in the indication and performance of professionals involved in the evaluation; criteria for selecting journals; period between submission and evaluation; bureaucratization and asymmetrical hierarchization of decision-making processes; criteria for approval and rejection; storage and sustainability of data and research results; selectivity and generalization of data analysis; spelling and grammar review; accessible language; and the relationship between reified quality and quantity of scientific production. The aim is to argue that evaluation processes need to contribute to the sustainable development of research, and not the other way around. In this scenario, it is essential to define certain ethical principles that should underpin the training of researchers.
